A potential bill to close an estimated $3 billion in tax loopholes is gaining a little steam in Springfield. Beyond that, another summer day ends without a state budget in place.
In Chicago today, Mayor Rahm Emanuel called on Gov. Bruce Rauner to speed up the process abandoning his so-called Turnaround agenda to focus solely on the budget.
