Chicago police said five people were killed and 28 others were injured in 28 separate shootings over the weekend. That included a 17-year-old killed Friday, a 19-year-old killed Saturday and Seandell Holliday, 16, who was shot and killed near “The Bean” sculpture.

Police Superintendent David Brown said one teen was killed and four others were wounded in a Back of the Yards shooting Tuesday afternoon that investigators believe was the result of escalating gang violence between two factions in the area.

Murders and shootings remain down slightly in 2022. But after highlighting several recent arrests in cases involving shootings, robberies, carjackings or homicides, Superintendent David Brown said many of the suspects charged are repeat offenders.

According to the new report, the Chicago Police Department has hit some level of compliance with 380 out of 523 consent decree paragraphs. That marks a 20% jump and the highest percentage of compliance since the consent decree was enacted in 2019.

Mayor Lori Lightfoot announced a series of new initiatives to improve public safety, including a new Home and Business Protection Rebate Program through which residents can get rebates to defray the cost of security cameras and video storage.

Parties on Friday presented a stipulation to U.S. District Judge Robert Dow that will extend the current five-year window out to eight years and add in a new agreement that police search warrants will now fall under the purview of the consent decree.

The new policy will allow the Chicago Police Department to “expand its pool of candidates” and attract more “diverse” officers, Superintendent David Brown said.

Amid a double-digit uptick in violent crime along Chicago Transit Authority train and bus lines this year, city officials say they’ll be adding additional officers and security guards on trains and buses around the city.

Black Chicagoans were “overwhelmingly disproportionately” stopped by Chicago Police officers across the city, including in parts of the city that Chicago Police consider to be “high crime” areas, according to the report issued by interim Inspector General William Marbeck.

Police reform advocates criticized the original policy as too “vague” and said it gave officers too much discretion to chase someone they suspect of a crime. 

Thomas Dean was charged Thursday with three counts of aggravated unlawful use of a weapon stemming from the Oct. 1, 2021, shootout in the 1200 block of North Mason Avenue.

Tacarre Harper, 27, has been charged with nine separate counts of burglary from incidents stemming between November 2021 and January 2022.

“Having talked to state’s attorneys who were dealing with these cases in juvenile court, and others, a lot of parents went to work during the day thinking their teenagers were logged on for remote learning, only to find something else,” Mayor Lori Lightfoot said.

Victor Brown, 25, has been charged with first-degree murder and unlawful use of a weapon by a felon following the fatal Tuesday afternoon shooting of Bobbye Johnson on the South Side.
