On this edition of Chicago Tonight: The Week in Review with Carol Marin, Chicago earns the dubious distinction of being the most corrupt city in the country. Fire Commissioner Robert Hoff abruptly resigns; Mayor Rahm Emanuel names Jose Santiago to the post, as contentious contract talks loom with the firefighters union. The Chicago City Council cracks down on merchants that sell synthetic cocaine, and approves a plan to withhold state tax refunds from anyone who owes the city money. Chicago Public Schools are under fire for its sick-day policy, which costs the district about $37 million annually. And Amtrak debuts high-speed travel on the Chicago-to-Michigan route.
