Amid a pandemic that has been linked to the deaths of more than 2,000 people in Chicago, the city is cautiously reopening. But parts of the city are facing another hurdle — rebuilding after looters ravaged businesses on the South and West sides. And now the enormity of the city and state’s budget woes from the COVID-19 shutdown are coming into focus.
