Gov. J.B. Pritzker joined local and legislative officials at the Ark of St. Sabina in Chicago to sign HB 4383 into law, effectively banning Illinoisians from building their own unserialized firearms from kits at home.

The U.S. firearm homicide rate in 2020 was the highest recorded since 1994, according to data published Tuesday by the U.S. Centers for Disease Control and Prevention. Between 2019 and 2020, the overall firearm homicide rate increased by about 35%, according to the new data in the CDC’s Morbidity and Mortality Weekly Report.

Chicago officials annually take in hundreds of guns through buyback programs. But decades of research shows such programs don’t reduce gun violence, in large part because they don’t result in guns being taken from people who aren’t supposed to have them. 

The officer is a member of the department’s SWAT Team, who are not equipped with body-worn cameras, according to a statement from the agency known as COPA, which is charged with investigating police misconduct.

Mayor Lori Lightfoot announced a series of new initiatives to improve public safety, including a new Home and Business Protection Rebate Program through which residents can get rebates to defray the cost of security cameras and video storage.

“Many of these guns have been linked to shootings in the Chicago area in which multiple people have been injured and several killed,” U.S. Attorney General Merrick Garland said Friday.

The lawsuit alleged that the Bureau of Alcohol, Tobacco, Firearms and Explosives, a law enforcement agency in the Justice Department, awarded the license to JA Industries, renamed from Jimenez Arms, after it violated federal firearms law.

Cook County State’s Attorney Kim Foxx announced Tuesday that her office will not file criminal charges against the Chicago police officers who shot and killed 13-year-old Adam Toledo and 22-year-old Anthony Alvarez in separate on-duty shootings just days apart last year.

The families and a survivor of the shooting sued Remington in 2015, saying the company should have never sold such a dangerous weapon to the public. They said their focus was on preventing future mass shootings by forcing gun companies to be more responsible with their products and how they market them.

Eddie Bocanegra began his work in Chicago as an outreach worker at CeaseFire. He later started the Urban Warriors program with the YMCA, connecting youth with military veteran mentors and began the READI program offering intensive resources for people at high risk for violence. 

In a statement released by her office to WTTW News on Friday, Mayor Lori Lightfoot said a collaboration would not be possible until Cook County Chief Judge Tim Evans acknowledges the courts “part in making Chicago neighborhoods less safe.”

During a speech to the Union League Club of Chicago, Cook County Chief Judge Tim Evans said he would assign five additional judges to the criminal division of the Cook County Court in an effort to ensure that cases progress from charges to resolution faster. 

According to the Chicago Police Department, 38 people were shot in 32 separate incidents between Friday at 6 p.m. and Monday at 11:59 p.m.

A probationary Chicago police officer who was off duty shot three people at a suburban bowling alley Tuesday night, according to the agency that investigates police shootings.

According to the Chicago Police Department, there were 16 shootings across the city between 6 p.m. Friday and 11:59 p.m. Sunday.

In 2014, Chicago saw homicides hit a historic low at 426. The city has exceeded that number every year since and is on pace to again this calendar year by more than 80%, according to U.S. Attorney for the Northern District of Illinois John Lausch.
