Now that Gov. Pat Quinn has signed the bill to fix Illinois' underfunded pension system, will it be found unconstitutional? Carol Marin and her panel of experts explore the issue. Joining Carol are Mark Rosen, constitutional law professor at IIT Chicago-Kent College of Law, Ann Lousin, constitutional law professor at the John Marshall Law School and former chair of the Chicago Bar Association Constitution Law Committee, and Malcolm Kamin, an attorney and a delegate at Illinois' 6th Constitutional Convention in 1970.
