Officer Richard Rodriguez Jr., who was a member of the Near North (18th) Police District tactical team until he was stripped of his police powers last month, has been suspended for at least 68 days in connection with seven incidents of misconduct, records show.

Nearly 50 days after the executive order was signed those “policies and procedures are currently in draft status,” according to a Freedom of Information Act request filed by WTTW News seeking a copy of the policy required by the executive order.

Officer Chavez Siler Sr. violated nine departmental rules on Nov. 16, 2021, when he grabbed and pushed a student who was then 17, during dismissal, according to records obtained by WTTW News through a Freedom of Information Act request.

Officers made an average of 732 traffic stops every day for an entire year that were not documented as required by CPD policy and state law, according to data from the city’s Office of Emergency Management and Communications obtained through a Freedom of Information Act request.

The study, conducted by social scientists from the University of Texas at San Antonio and the University of Pennsylvania blamed “systemic factors” for the disparity, not the actions of individual officers.

The study, which examined whether officers are efficiently and effectively deployed across the city to stop crime and respond to calls for help, found “inconsistent service levels, constrained proactive time, and limited supervisory capacity in high-demand areas.”

“When it comes to the Chicago Police Department, there’s always going to be this trust factor,” Chicago Police Supt. Larry Snelling said.

The number of times officers pointed their guns at individuals increased 44% between 2022 and 2024, according to one of the goals unanimously set for Snelling to achieve in 2026.

“If the federal government will not hold these rogue actors accountable, then Chicago will do everything in our power to bring these agents to justice,” Mayor Brandon Johnson said.

The new proposal does not mention the city’s curfew, but gives the city’s top cop the power to issue what it calls “a dispersal declaration” in areas where police leaders have determined they have probable cause to believe there will be a “disruptive youth gathering.”

The City Council’s Finance Committee on Wednesday is set to consider the proposed settlement, which calls for taxpayers to pay $20 million and the city’s insurance company to pay $2 million. A final vote of the City Council could come Jan. 21.

“I think New Year’s Eve was a testament that we did not need an additional tool in order to ensure that our young people were where they need to be and that our parents and adults who are part of these young peoples’ lives — that they are also held accountable for their whereabouts,” Mayor Brandon Johnson said.
