Chicago is set to overhaul its migrant shelter system by the end of this year, capping guaranteed beds at 3,800 for asylum seekers who have been in the city for less than 30 days. This shift is part of the new One System Initiative, a unified approach designed to streamline services for both migrants and long-term unhoused residents.

“We’re creating a more equitable and sustainable system that streamlines access for new arrivals while supporting our longstanding unhoused residents,” said Beatriz Ponce de León, deputy mayor of immigrant, migrant and refugee rights.

However, concerns loom over potential overcrowding and the city’s capacity to support both groups, particularly as demand for shelter rises. The initiative aims to manage resources more efficiently amid budget concerns while addressing potential overflow and integration challenges.

“By limiting shelter beds to asylum seekers who’ve been here for 30 days or less, we’re increasing capacity from 3,000 to 6,800 beds, but more importantly, we’re ensuring we can manage our resources effectively,” Ponce de León said.

To address these issues, Chicago is opening new access points and providing training for shelter providers as part of the city’s five-year plan to end homelessness.

“We know there will be challenges with potential overflow and integration, but our new access points and additional provider training are designed to mitigate these issues,” Ponce de León said. “This isn’t just about the next few months. We’re committed to a five-year plan that not only focuses on migrants but also addresses homelessness comprehensively in Chicago.”
