President of the Chicago Fraternal Order of Police Michael Shields has repeatedly called for more officer training before the summit, which has the potential to reflect negatively on the department if protests get out of hand.

Shields says many officers feel ill-prepared for violent protesters, according to the Associated Press: "The problem... is that cities that have hosted summits in the past began training two years before the event. In Chicago's case, we began training at the end of 2011,” Shields said.

Shields also criticized the department’s use of a pamphlet for crowd-control hand signals as confusing and impractical.
