The agreement also calls for the city to build or rehabilitate 2,000 new affordable units accessible to those with limited mobility as well as an additional 840 new affordable units accessible for Chicagoans with limited hearing and sight during the next 12 years, officials said.
Chicago’s lack of affordable housing impacts thousands of residents across the city. This problem is exacerbated when accessibility accommodations, such as needing a wheelchair, are also necessary.
These accounts allow people with disabilities to save and invest money without risking their federal benefits. People with more than $2,000 in assets are not eligible for Supplemental Security Income.
The “Neighborhood Conditions for Adults with Disabilities in Chicago” report released Monday aimed to better understand the experiences and needs of Chicagoans with disabilities across neighborhoods. The report was created in collaboration with the Mayor’s Office for People with Disabilities and the Chicago Department of Public Health.
The rule said a veteran’s disability level would be based on how well they function while on medication for an injury or illness and not simply having the impairment itself.
The agency would not explain why it took officials so long to discover the problem or why they waited more than three months after it was discovered to notify the individuals affected and the news media, as required by federal rules.

About 3.9 million Illinoisans are enrolled in Medicaid. Of that total, 44% of Medicaid recipients are children, 9% are seniors and 7% are adults with disabilities, according to the Illinois Department of Healthcare and Family Services.
