The bill comes as several state officials warn that Illinois is falling behind on its clean energy goals. The state’s main funding mechanism for renewable energy projects also faces a potential $3 billion budget shortfall in the coming years.

New safety requirements for carbon dioxide pipelines as well as a temporary ban on their construction are now in effect after Gov. J.B. Pritzker signed a bill that passed the General Assembly earlier this year.

Illinois is the only state that grants residents the right to sue over businesses’ improper collection and mishandling of biometric data — whether they are an employee or a customer. Business groups have been clamoring for changes as upwards of 2,000 lawsuits have been filed under the law since roughly 2018.

Democratic leaders in the legislature appear ready to revive talks to reform the state’s Biometric Information Privacy Act, or BIPA, after business groups poured cold water on the majority party’s ideas last spring.

The law, named the Protecting Illinois Communities Act (PICA), has banned the sale of hundreds of specific guns and types of guns since Gov. J.B. Pritzker signed it in early 2023.

The controversy centers on the Health Benefits for Immigrant Adults and Health Benefits for Immigrant Seniors programs, which provide health care benefits to low-income noncitizens who would qualify for Medicaid benefits if not for their citizenship status.

With possibly just a few weeks left before Exelon shutters a nuclear reactor in Byron, feuding and politically powerful interests have failed to reach a deal that would keep the plant open and otherwise move Illinois toward its renewable energy goals.
