Facing a half-billion-dollar deficit, Cook County President-Elect Toni Preckwinkle orders all Cook County offices to slash their budgets by 21%. Chicago retailers are getting an early jump on Black Friday by offering tantalizing sales now. In sports, the Bears beat the Dolphins on Thursday night, and the Northwestern Wildcats and the Fighting Illini football teams play at Wrigley Field.
