The community college proposal is intended to make certain four-year degrees available through lower-cost institutions and more accessible to older, nontraditional students who don’t live near a four-year institution.

“It is time to treat people with developmental disabilities the same and have them be paid what they’re worth, which is what we pay everybody else,” state Sen. Cristina Castro told an Illinois Senate committee.
“Some people feel it’s a stigma, and I don’t want people to feel like it’s a stigma,” state Sen. Cristina Castro said. “There’s great treatment out there. We’re just trying to help lower the barrier to that treatment.”
The controversy centers on the Health Benefits for Immigrant Adults and Health Benefits for Immigrant Seniors programs, which provide health care benefits to low-income noncitizens who would qualify for Medicaid benefits if not for their citizenship status.
