The controversial measure passed on a 27-22 vote — meaning backers will need more support if they wish to override Johnson’s veto.

Outgoing CPS CEO Pedro Martinez says the Chicago Teachers Union wanted to deliberately put the school district in financial distress to force a financial bailout.
