Rahm Emanuel

Mayor Rahm Emanuel has been focusing on the potential economic upside of the NATO summit since his lobbying brought it to Chicago, but it’s his security plans that have had some up in arms. In January, Emanuel got City Council to pass new security regulations, extending curfew in parks and beaches, allowing him to issue no-bid contracts for security expenses, and giving the Chicago Police Department the power to deputize outside officers. Emanuel had proposed additional measures, including higher fines for resisting arrest, but removed them after public backlash.
