Weak OTA Broadcast signals

What does Chicago Tonight think about weak broadcasting signals in Over the Air where suburb viewers loose the signal when in Analog this very rarely happens? What position is the FCC in to regulate that Chicago TV stations update their broadcast equipment to create a stronger signal or is their only answer is to subscribe to the cable conglomeration?
