This program, funded by Western Union, was mentioned in tonight's news but I don't find it on this website. I did find the announcement on the City's website.
I find the anti-native-born bias offensive. I think there's more to the small-business statistics than meets the eye. There are many non-immigrants with potential valuable contributions to make in the small business field, who can't get the help they need and are apparently regarded as lesser entrepreneurs than foreigners. This, by definition, includes the first generation of children born here to these favored immigrants. We know nobody comes here to expect his children born here will be considered inferior to the parents in their entrepreneurial potential.
I see this program's "learning opportunities will encompass how to ... comply with tax laws, ..." There's no mention made of complying with immigration laws.
