Are Houston students 4 years ahead ?

I hear Rahm Emmanuel and Jesse Jackson parroting that Houston students get the equivalent of 4 extra years of schooling in the period between kindergarten to 12th grade,compared to Chicago students.So I would assume that Houston high school seniors score 4 years higher on achievement tests than Chicago high school seniors on average.Does anyone have the figures ? Anything less would derail the reasons for a longer school day and year.
