Lawmakers are taking $1.3 billion in funds earmarked for things like road construction to pay for the budget shortfall, which would have run out of funds, to pay for prison guards and subsidized day care programs. Legislative leaders have been working with Gov. Bruce Rauner on the plan to cover the $1.6 billion budget gap because the budget that passed last year wasn't enough to cover the state's expenses.
